This report is an insult to the residents of Ward 83 and a confirmation of the ANC’S inability to use tax money wisely.
Window dressing and spin doctoring to camouflage the failures of this local government is one thing – looking at the tangibles that affect our residents directly on a daily basis is another thing altogether.
I do not wish to debate the merit of transferring funds from one project to another as such.
I want to highlight the reprehensible way in which this Metro tolerates contractors who cannot do the job assigned to them, contractors who pocket a lot of money for not delivering and then after all this the Tshwane Metro decides to abandon the project leaving it incomplete.

An incomplete construction site on the corner of Rubenstein Drive and Blouhaak Street is a monument and testimony of non delivery and wasteful expenditure.
Residents send me photos of this site almost weekly. The immediate vicinity of the site is an eyesore with old pipes and heaps of dirt abandoned for the past 2 years - a daily reminder to the residents of this Metro’s disregard for them. Incidentally, this site is bordering the Moreleta Nature reserve. Beautiful nature scenes on the one hand, depressing unsightliness caused by the Metro on the other hand.
The contractor in this instance failed to deliver and was given more chances than a cat with nine lives can ask for. Time and time again the contractor proved his inability to deliver.
Why, why, why? What systems allow such incapable businesses to get the contracts in the first place? There is no mention of penalties. Madame Speaker, the Tshwane Metro is failing the resident of this city.
Now I must take this report to the residents who complain to me every other day and say, your local government decided to transfer the remaining funds, R1.5 million rand, to another project.
I cannot give indication when the work will be completed but I can confirm that your tax money was wasted.
What an insult. Scandalous, scandalous, scandalous.
