BIUTIFUL

Die doek waarteen hierdie verhaal van ‘n desperate stryd om oorlewing vertel word kan nie anders beskryf word as die gatkant van Barcelona nie. Op die periferie van hierdie pragtige wêreldstad is mense wie se lewens gereduseer is tot die uitskot van die samelewing. Daar word op die bodem gekrap vir krummels om liggaam en gees bymekaar te hou. ‘n Hoogs ironiese titel dus omdat daar absouluut niks moois in hierdie mense se lewens is nie.
Wanneer Uxbal (Javier Bardem lewer ‘n tour de force vertoning as ‘n liefdevolle pa wat uit nood op onkonvensionele wyse sy daaglikse brood moet verdien) hoor dat hy sterwend is, besef hy dat sy sake nie in orde is nie. Dat hy kwalik kos op die tafel vir sy twee kinders vir wie hy ontesettend lief is kan sit, is ‘n mindere kwelling vergeleke die besef dat hy hulle met te min sal agter laat. Behalwe die wil om te oorleef is die tweede tema van die rolprent gelaai met die elegiese bestekopname van hoe kortstondig die lewe is, wat ons agter laat en die ewige band tussen hulle wat sterf en hulle wat agter bly.
Wat onder die loep geneem word in hierdie rolprent is die fin de siècle as uitsigloosheid mense oorrompel.
Biutiful is nie ‘n maklike rolprent om na te kyk nie. Die tema is allermins opbeurend. Om te lewe moet ‘n mens oorleef. Om te sterf moet jy kan los, dinge laat gaan. Of jy lewe of sterf, albei verg baie van jou, dikwels meer as wat jy het om te bied.
Biutiful word slegs aanbeveel vir ernstige liefhebbers van die rolprent as ‘n kunsvorm. ‘n Kunsfliek wat nie doekies omdraai oor die elegie van lewe en dood nie.

NIEMAND WEN MET DIE EIENDOMSBLASTINGPLAN

(My brief in vandag se Beeld)

Die beoogde wetgewing wat residensiële eiendom swaar sal belas in gevalle waar eienaars twee of meer eiendomme besit, word om verskseie redes nie gunstig ontvang nie en smeek om dringende heroorweging.

Die volgende aspekte moet in ag geneem word:

• Belasting moet ingevolge die wet verhaal word dienooreenkomstig die gebruik van so ‘n eiendom. Omdat residensiële eiendom nie soos sake-eiendomme verdere druk op infrastruktuur plaas nie, is dit verkeerd om residensiële eiendomme aan hoër belasting te onderwerp.
• Dit sal mense wat daarvoor voorsiening maak om na aftrede nie van die staat afhanklik te wees nie ontmoedig om verder in die eiendomsmark te belê. Kort voor lank sal die staat dus self ‘n swaarder las hê weens mense se onvoldoende pensioen by aftrede.
• Mense met agterstallige verbande sal onmiddelik negatief geaffekteer word wat weer ‘n negatiewe uitwerking op die ekonomie sal hê.
• Die onbedoelde gevolg van hoër belasting sal verhoogde huurgeld wees sodat eienaars nie slagoffers van slegte skuld word nie en om genoegsaam voorsiening te maak vir pensioenwaardes.
• Omdat huurders hoër huur sal moet betaal, sal die aandrang op hoër besoldiging groter druk op werkgewers plaas. Hou ingedagte dat die vernaamste werkgewer in hierdie kategorie juis die staat is. In stede van hoër inkomste deur middel van verhoogde belasting sal die staat onder druk wees om hoër salarisse te betaal. Uiteindelik is daar net verloorders en geen wenners nie. Die ekonomie sal in geheel negatief geraak word.

Die eerste linie slagoffers van die beoogde wetgewing sal die huurders wees en daarna sal werkgewers, wat die staat insluit, die negatiewe gevolge moet verdiskonteer. So beskou blyk die voortselle om die wetgewing te wysig in alle opsigte teenproduktief te wees.

THE PERFECT HOST

Na ‘n mislukte bankroof doen ‘n booswig homself as iemand anders voor om toegang by die eksentrieke Warwick Wilson se huis te verky. Die besoek is ongeleë want Warwick is besig om ‘n soepee voor te berei vir vriende wat enige oomblik hul opwagting gaan maak.
Die skobbejak neem Warwick gyselaar voor sy gaste opdaag maar die bordjies word gou verhang en wat volg, verras die booswig sowel as die kyker.
The perfect host is ‘n dekadente hutspot wat die spot dryf met die lewenswaarheid van stille waters, onder draai die duiwel rond. Alhoewel die humor gitswart is, is die storielyn verfrissend.
Die probleem met die rolprent is egter dat dit nie kon besluit of dit ‘n swart komedie of ‘n sielkundige riller is nie. Amper ‘n geval van nog vis, nog vlees. Alhoewel enduit boeiend is die hele petalje op die ou einde net te dik vir ‘n daalder. Wees gewaarsku, dis nie hoofstroom vermaak nie. Uit ‘n eksentrieke oogpunt ‘n verdienstelike rolprent.

DEMOCRACY HANGS IN THE BALANCE


(My letter published in today's Pretoria News)

Our constitutional democracy is in peril. Democracy is not only about holding elections. In a genuine democracy, that is a constitutional democracy where the rule of law is clearly enshrined, the power of the state is limited by various mechanisms that limit power abuse by the ruling party.
The government of President Jacob Zuma has propelled cronyism and moral decay to new, unfortunate heights. Corrupted by a police chief who has no regard for the law, our society finds itself at the mercy of a bully law enforcer who cannot distinguish between authority and power abuse. The declaration of war against Public Protector Thuli Madonsela is alarming and illustrates the government’s irritation with independent institutions that are supposed to protect the interests of the public.
National Police Commissioner General Bheki Cele personifies the police’s transformation of a cop culture into a mob culture. The police’s reputation as a trustworthy law enforcing agency is in serious jeopardy. No respectable democratic country will tolerate the likes of Cele in a senior govern position –least of all in the position of top cop.
By failing to intervene in the Cele / public protector stand-off, Zuma will confirm his unwillingness to uphold the rule of law. Siding with a senior civil servant who is clearly out of line will cast a shadow of doubt over the governments’ commitment to clean governance. The leadership void at the highest level of government threatens to destroy our constitutional democracy. To echo Alan Paton, cry, our beloved country.

ONS HET INISIATIEF NODIG WAT DIE POLITIEKE DISKOERS KAN STUUR

Is Suid-Afrika se brose demokrasie besig om die kreeftegang te gaan?

Nie ’n onbillike vraag nie in ag genome gesaghebbende persoonlikhede se onlangse uitsprake oor die bedenklike stand van sake. Min mense sal verskil met oudpres. FW de Klerk se woorde dat ons op die rand tussen sukses en mislukking staan. In sy wyd gepubliseerde toespraak maan hy teen die verreikende gevolge van die ANC se nasionaal-demokratiese revolusie.

In ’n onlangse toespraak lamenteer prof. Nina Overton-De Klerk die gebrek aan denkende leierskap wat tot etiese verval lei. Asof in aansluiting by Overton-De Klerk stel die gesaghebbende politieke kommentator Moeletsi Mbeki in ’n onlangse koerantonderhoud dit prontuit dat mnr. Julius Malema die ANC is en dat pres. Jacob Zuma hom volg – nie andersom nie.

Die burgerregte-organisasie Solidariteit stel hom ten doel om die Malema-spook in die bek te ruk. Die organisasie se strategie maak my enersyds opgewonde, maar andersyds mismoedig.

Loop ons die gevaar om in die hand van die revolusionêre magte te speel deur op rassegrondslag te mobiliseer en dus te polariseer?

Dat vooraanstaande Suid-Afrikaners hul stilswye oor die treurige toedrag van sake verbreek, is bemoedigend.

My versugting is egter dat alle Suid-Afrikaners, waarskynlik die stille meerderheid, wat ’n grondwetlike demokrasie ondersteun, by mekaar uitkom om wal te gooi teen verdwaalde revolusionêre ideale.

Wat ons dringend nodig het, is ’n inisiatief wat kan resoneer oor partypolitieke grense heen wat die nasionale politieke diskoers stuur. Dit is die vestiging van ’n radikale middelgrond wat ’n kragtige, innoverende en inklusiewe bymekaarkomplek kan word van alle gematigde Suid-Afrikaners.

So ’n radikale middelgrond moet robuus wees in sy aanspraak op die handhawing en uitbouing van ’n grondwetlike demokrasie, aansienlike steun kan mobiliseer en verdwaalde revolusionêre idees suksesvol stuit.

COUNCIL SPEECH

MARKETING THE BRT SYSTEM NOW IS AN EMPTY PROMISE

My speech held at the Council meeting held on 30 June 2011)


Madam Speaker.

This item must be viewed with great caution if not with a certain degree of suspicion.

Before I elaborate on the reasons why the DA question the timing and the sensibility – or lack thereof, of approving a marketing strategy for the BRT system at this point and time, let me first and foremost reaffirm the DA’s support for the BRT system. The Bus Rapid Transit system will be an essential part of public transport in addressing the needs of commuters to travel between home and workplace. The Tshwane Metro needs the BRT system if it wants to grow its economy by mobilising its workforce effectively.

The report asks for the approval of a Marketing Communication Strategy for the Tshwane BRT that was developed by Phenyo In Media Consultancy.
This marketing strategy comprises of the following elements: Stakeholder Relations Management, Public Relations and Media, Events Management, Inter-governmental Relations and Corporate Identity Management.

A reality check forces one to seriously question the need to approve this marketing strategy. How can one entertain marketing ideas if the BRT system itself is far from ready to be implemented? We all know that the BRT system will not be ready soon – in fact, some predictions indicates that it will not even be ready for a number of years. Sound marketing principles dictate that you first produce the product or service and then design the marketing strategy thereof. Let me put it plainly, any marketing endeavour of the BRT system at this point of time will in actual fact be misleading and a misrepresentation of the reality. Indeed an empty promise if nothing else. At costs that are not indicated in this report – and who will foot the bill? The rates and taxpayers of course.

The DA cannot support a marketing strategy of a service that does not exist. It will be much wiser to use our energy and resources to rescue the basic bus services and to prevent the complete collapse of public transport services rendered by the Tshwane Metro.

Let us restore a reliable bus service. Let us do the right things first to ensure the actual realisation of the BRT system. In this respect I want to make a request that the Strategic Integrated Transport Plan be tabled as a matter of great urgency – we need to know how we are going forward with Transport in general.
In conclusion, the DA is appealing to you that we revisit this report and reconsider the way forward with ` public transport. Commuters and the public at large deserve tangible service delivery results, not empty promises.

TOAST OF OWN CHOICE

TOAST TO THE LUMIERE BROTHERS ( Presented at the charter meeting of the Open Society Toastmasters Club) The meeting was held on 28 June 2011

Offering escapism, true life drama, tragedy, horror or delight.
In reality or fantasy, our lives would not be the same without them.
By re-enacting the past, depicting the present and predicting the future,
They transport us back and forth in time.

Whether you prefer mainstream cinema or art movies, I am sure that we all have a favourite director, actor or movie.

Movies help us to understand the world we live in. It mirrors our fears, believes and dreams.

Where did it all start?

It was the Frenchmen, Louis and Antoine Luimiere, who developed the first motion pictures in 1895. What were screened were merely a few minutes of a scene at the Luimiere factory showing people exiting and entering the factory.

Today the film industry is the youngest, yet most influential entertainment and art form. Indeed the most profitable ever invented.

I cannot imagine my life without movies.

Therefore I would like to propose a toast to the remarkable Luimiere brothers who introduced motion pictures to the world.
Please rise and make sure that your glasses are charged,
And drink with me a toast to the Luimiere brothers.
